Project background

Since 2015, the Waterloo Public Library (WPL) and the City of Waterloo have been working in partnership on the Eastside Branch Library project. On June 20, 2016, City of Waterloo Council approved the RIM Park Manulife Sportsplex and Healthy Living Centre as the preferred location for the new Eastside Branch Library. On September 21, 2020, Waterloo City Council awarded the tender for construction to Fortis Construction Group and we are pleased that construction is now underway. The new branch is scheduled to open in Spring 2022.

What we are building

  • A fourth library on the east side of Waterloo, at RIM Park
  • The library will be an 11,500 sq.ft, one-storey, building addition as well as a 2,200 sq.ft renovation of existing space (total library floor area of about 13,700 sq.ft) on the east side of the RIM Park Manulife Sportsplex and Healthy Living Centre

Construction updates

On January 11, 2021, the Province of Ontario issued a provincial declaration of emergency and stay at home order. Municipal projects are exempt from this Order, therefore the Eastside Branch Library project will continue as planned.

On April 16, 2021, the Province of Ontario issued a second emergency stay at home order. Municipal projects are exempt from this order, therefore this construction project will continued as planned.

The following construction activity is currently underway:

  •  Electrical - cable installation and power rough-ins
  •  Drywall mudding and taping
  •  Painting
  •  T-bar ceiling
  •  Flooring installation
  •  Mechanical equipment installation
  •  Interior glazing/decorative glass
  •  Exterior siding
  •  Finish the north parking lot - line painting
  •  Exterior concrete (decorative)
  •  Landscaping

Impact to local residents

  • with ongoing construction work, residents can expect a number of construction vehicles entering and exiting the site daily
  • residents may experience dust and loud noise
  • construction work will take place Monday through Friday between 7:00 a.m. and 5:00 p.m.
  • work may be required outside of these hours - if so, adherence to the noise bylaw will occur, or a variance notice will be given
